Founded on JANUARY 16, 1956, by visionary Ilocano leaders Doña Numeriana Tavora-Querol and Teofilo A. Nisce, Rang-ay Bank began operations in a humble office at the ground floor of the Nisce family home. Licensed by the then Central Bank of the Philippines, now the Bangko Sentral ng Pilipinas, the Bank opened its doors as a pioneering financial institution committed to uplifting the countryside. From these modest beginnings, Rang-ay steadily grew—guided by strong values, prudent leadership, and an unwavering commitment to community development.
 
Seventy years on, Rang-ay Bank stands as the largest bank of its class in Region I and the Cordillera Administrative Region, recognized as the oldest enduring bank in Ilocandia and one of the oldest rural banks in the Philippines.
