Rotary PDG Rudy Nisce Foundation

To commemorate the 102nd birthday of the late Atty. Rodolfo Nisce, the Board of Trustees of the Rotary PDG (Past District Governor) Rudy Nisce Foundation Inc., hosted the Rotary Club of San Fernando (La Union) meeting held at One Nisce Place, San Fernando City, La Union last May 22, 2023.
 
Foundation Pres. Jun Mangaoang shared the life story of the club’s first District Governor and his contributions to the Rotary movement and the community at large.
Five (5) recently graduated scholars of the foundation were invited to talk namely: Christian Derylle Villanueva, Shrine Estrada, Prema Barnachea, Erica Ballesterol and Gailbette Shanely Jaring who all expressed their thanks to the Rotarians for making their dreams a reality and for providing them a brighter future. The foundation is a tribute to the civic-consciousness and professional excellence of the late Rotary Past District Governor Rodolfo “Rudy” Nisce. As a further tribute, the Rotary Club of San Fernando, La Union dedicates the week of his birthday (May 23) as PDG Rudy Nisce Week.
 
Atty. Rodolfo Nisce is Rang-ay Bank’s very first General Manager when the bank opened in 1956. As such, Rang-ay Bank continues to be a significant donor to the foundation.

RANG-AY BANKERS JOIN LOCAL FESTIVALS

The Philippines is known for its festivals. It is a fact that Filipinos enjoy the celebration and have fun together. Festivals in the Philippines are varied and depict the culture and tradition of each of the cities and towns. Rang-ay Bank welcomed the fiesta season  by supporting and joining scheduled activities in three (3) different local festivals of the respective municipalities where the Rang-ay Branches are located. 
 
On February 23, 2023, Bangued Abra celebrated Dapil Festival. Dapil, an Ilocano expression which is derived from “dadapilan”, gear used to separate juice from sugar stick to create “basi” wine, vinegar, and molasses. Bankers of Bangued Branch led by Senior Branch Manager Brenda France Gonzales participated in the grand parade. The staff also distributed giveaways and flyers to the locals and visitors.  
  
Officers and staff of Agoo (La Union) branch led by Senior Branch Manager Joana Timichan and Branch Officer Cee Jee Boadilla participated in the 18th Dinengdeng Festival by joining the grand civic parade last May 1, 2023. Dinengdeng which is also called “Abraw”, is a regional Ilocano dish composed of different vegetables with grilled fish. The staff distributed flyers, newsletters, giveaways and candies to the people who watched the parade.
 
Bacnotan (La Union) celebrated its 15th Diro Festival last May 6, 2023. “Diro” is an Ilocano term for honey which  symbolizes unity and oneness for the Bacnoteñans. It is also Bacnotan’s “One Town, One Product” under the program of the DTI. Officers and staff from Head Office and Bacnotan branch joined the parade and distributed giveaways to the townspeople.

BSP – ACPC Countryside Bank Survey

Last April 11, 2023, Rang-ay Bank Area Manager for South Branches Joey B. Dingle attended the Launching of the 2021 Countryside Bank Survey: A Baseline Report with Banking Institutions and Industry Associations at the BSP Regional Office in Loakan Road, Baguio City.
 

The CBS baseline survey conducted by the Agricultural Credit Policy Council (ACPC) and Bangko Sentral ng Pilipinas (BSP) aims to analyze trends and present emerging policy issues on bank behavior towards lending to the agricultural sector. Branch level data was used specifically the banking units’ agricultural lending experience in 2021 vis-a-vis 2020. The key findings of the survey aims to solicit recommendations that will help bring in better programs

and policies to improve the compliance of banks to the 2022 Agriculture/Agrarian Reform Loan Quota Law. Twenty-five (25) percent of banks loans must serve the agricultural sector, to improve the credit accessibility of  farmers.
 
Rang-ay Bank actively finances Agri-Businesses such as rice-millers, vegetable haulers, contract growers, warehouse operators, agri-suppliers, and bamboo growers all over the region. Agri-entrepreneurs may apply for start-up capital, additional working capital, or expansion of existing agri-business. The bank also provides collateral-free farmer’s loans to small-scale cultivators, farmers, tenants, or leaseholders. The program also covers backyard or cottage poultry projects such as livestock and fishery projects, planting of rice, corn, vegetables, and other food crops.

STOCKHOLDERS’ MEETING 2023

Rang-ay Bank held its Annual Stockholders’ Meeting at the bank’s Head Office in the City of San Fernando, La Union last May 6, 2023. The yearly meeting of the bank’s shareholders allows management to report the company’s business  operations for the calendar year 2022 and to elect the Board of Directors. 

In 2022, on its 66 Years of Countryside Banking, Rang-ay continued to  perform banking services and extend loans despite the ongoing pandemic. 27.53% of the bank’s loanable funds were released to agricultural projects, agri-business and farmers. The bank was once again accredited as a Rural Financial Institution  (RFI) by the Bangko Sentral ng Pilipinas during this period. Likewise, the bank continues to support local businesses by lending to micro, Small and Medium                     enterprises including agri-businesses, construction; real estate, wholesale and retail trade among others. The bank again exceeds the minimum lending requirements set by the Magna Carta for mSMES. Rang-ay Bank also joined Provincial Government of La Union (PGLU) in empowering the micro, Small and Medium Enterprises (mSMEs) to enhance the business climate and promote the spirit of La Union Probinsyanihan. The bank likewise grew its deposits with an increase in its 30 banking offices with deposits reaching more than record levels by the end of 2022. Thru PESONET the bank added a  new  service to depositors to able them to send and receive banking transactions within the banking day. This feature enhances the depossitor experience as it allows fast crediting of funds to the recipient’s account without amount limit whether it be a commercial bank, thrift bank or a rural bank account. 

 

Other highlights of 2022 include the inauguration of the newly renovated Tubao (La Union) Branch last September 6, 2022. Rang-ay Bank and Land Bank of the Philippines strengthened their partnership with the renewal signing of a Rediscounting Line Agreement. The bank was also given an award by PERAHUB as the Top 2 Remittance Partner with Most Number of Western Union Transactions in the Regional Category. The bank also conducted 16 Financial Literacy programs to the local communitues as part of the bank’s Coporate Social Responsibility (CSR). 93 trainings & seminars were provided for all the bankers were undertaken as part of the bank’s commitment to develop local talents.

 

The meeting of the bank’s shareholders saw the re-election of the incumbent seven (7) Directors – Ives Nisce, Leticia Asenci, Mario Galvez, Flora Ignacio, Ivy Rose Martinez, Ives Jesus Nisce II and Jose Osias. Chairman Nisce acknowledged the bank’s officers and staff for their hard work and dedication as Rang-ay Bank maintained its position as the No. 1 bank in its class in the Ilocos and Cordillera Regions despite the challenges brought about by the pandemic and rapid ecnomic inflation. He also thanked the steadfast support of directors, stockholders and the local communities in Region 1 and CAR for their continued trust and support of their local bank.

Rang-ay Bank Candon (Ilocos Sur) Branch celebrated its 26th Anniversary

Rang-ay Bank Candon (Ilocos Sur) Branch celebrated its 26th Anniversary by donating grocery packs to the Solo Parents from five (5) barangays of Candon City, Ilocos Sur namely: Darapidad, Tumurong 1 & 2, Caterman and Talogtog last April 18, 2023. The bank likewise gave each solo parent a Basic Deposit Account to start them on their journey of savings.
 
Area Manager for North Branches Rowena Rosales, Candon Branch Manager Jane Castillo and Area Associate Cynthia Jaramilla together with Marketing Team conducted financial literacy training to educate them on the importance of savings, understand basic financial concepts and to equip them with knowledge and skills they need to manage money effectively. City Social Welfare & Development Officer Mrs. Alma Gabor and Talogtog Barangay Captain Jason Pascua expressed their gratitude on behalf of the solo parents.
